Blossoming Port (Hana Saku Minato)

"A droll comedy about a pair of scheming shysters (Ryu and Tono) who turn up in a Kyushu port town claiming to be the executors of a failed shipbuilding concern. In their plot to pilfer the town they sell stock subscriptions for the resurrection of the company to the unwitting townspeople, who believe they are investing in a more prosperous future for their community. Their plot comes unglued, however, when the crooks themselves come to believe in their scheme. Kinoshita's first film is a very clever example of how to both amuse an audience starved for entertainment in a time of thorough deprivation, and satisfy government authorities monitoring all forms of public expression: (namely) by having the cynical bad guys won over to the ways of good citizenship by the sheer charm of their dupes."
