What began as a documentary about Robert Golka, an engineer whowas experimenting with ball lightning and the development of fusion asan energy source, was turned into a spoof on the documentary form. Frankand Wurlitzer inserted several fictional characters into the theme,including the Energy Czar, played by William Burroughs.
