Nowhere is the dilemma of Native American self-determination more evident than in the dearth of media images. Starting Fire with Gunpowder chronicles the creation and efforts of the Inuit Broadcasting Corporation (IBC), a prototype for indigenous broadcasters. Through stubborn dedication, a handful of Inuit film- and videomakers have produced hours of documentaries, dramas, children's shows and news reports that help keep the language and culture alive. The story of the IBC is told by Inuk filmmaker Ann Neekitjuk who sees this unique TV system playing an integral role in the survival of the modern Inuit nation.
