It appears to have been an event used to promote business and commerce associated with San Francisco's harbor.] 07:18 Title: Harbor Day and "Sunny Jim Rolph." [Sunny Jim Rolph was mayor of San Francisco from 1912 to 1931and governor of California from 1931- 1934.
