520 In 1946, the citizens of Arlington, Virginia were
unsatisfied with their city's school system. The PTA and
other organizations investigated schools and found
overcrowded, poorly-lit classrooms in which three grades
were often taught together. Teachers were overworked and
principals were burdened with clerical work. Concerned
citizens visited the Office of Education for background
information and the National Education Association for
school system rankings and comparisons. Armed with this
data, they attended a joint meeting of the school and
county boards, where they were informed their only remedy
was to raise money by a bond issue. Determined to make a
difference, the citizens met to form a committee for
school improvement. Their objectives were to work with
other groups, encourage citizen participation, investigate
school problems, institute an elected school board, and
pass a school bond issue. Members of the committee
obtained 5,000 signatures on bond issue petitions. At a
special session of the legislature, they introducted a
proposed bill that requested an exception to the state law
prohibiting elected school boards. The bill became law,
and Virginia counties were free to elect school board
members. After nominating several of its own members, the
520 committee campaigned on radio and in the newspapers and
inspected local schools on Saturdays with media observers.
A record 13,000 citizens turned out to vote in the school
board elections, and the Better Schools candidates won a 2
-1 victory with the entire slate elected. In November 1948,
the school board got a $4.75 million bond issue, which
they used to improve school health and music programs,
purchase audiovisual materials, and hire over 50 new
teachers. Members of the school board also met with
representatives from other districts interested in
educational reform. This film also depicts members of the
Arkansas Educational Caravan, a touring citizens' group
that exhibited new school furniture and equipment in an
attempt to generate support for its reform campaign.
