Police Detective Kimura trails a possible suspect from Osaka to a Tōkyō boat racetrack, but finds him shot by the same gun shortly after meeting Kamoi, an old friend and a small-time hoodlum. The next victim of the gun is killed in the presence of Kamoi, who now becomes a target because the murderer, Obata, suspects that Kamoi may have witnessed both shootings. Shortly thereafter, Obata attempts to kill him at the home of Nakazawa, a man whose company memo was found in the pocket of the racetrack victim.
